A OneNote meeting notes template is one page per meeting, kept in a section for that meeting series: meeting details at the top, the agenda, open items from last time, short notes, decisions, and action items tagged To Do so you can find every open item across pages. In OneNote for Windows you can save the page as a template and pull the date, attendees and agenda from Outlook with Meeting Details.

Open items from last meeting
Measure the new server closet (Sanjay): done, 6 by 4 feet, room for the rack.
Ask the landlord about after-hours keys for move day (Nora): needs confirming. Emailed Oct 23, no reply yet. Nora calls the building office by Nov 2.
Notes
Cutover: the internet provider can install the new line on December 8 or December 15. Sanjay wants December 8, which leaves four days to test before the move on Saturday, December 12.
Furniture: 14 desks ordered October 20. The supplier now says "mid December". Claire wants a firm date in writing.
Clients: Claire wants a postcard and an email. The client mailing list is split between the billing system and two people's contacts, and nobody owns pulling it together.
Decisions
New internet line goes in on December 8. Decided by Claire.
If the desk delivery isn't confirmed by December 10, staff move with the old desks and swap them later.

When to use this template
You already have a work notebook in OneNote and want each meeting in a series on its own page in one section.
Your meetings live in Outlook and you're tired of retyping the date, attendees and agenda into your notes.
Action items from different meetings are spread across pages and nobody can say which ones are still open.
Questions people ask
Does OneNote come with meeting templates?
OneNote for Windows has built-in page templates under Insert > Page Templates, grouped in categories, and anything you save yourself appears under My Templates. Built-in templates mostly set up headings and layout. Whichever you use, make sure there's a place for decisions and for action items with one owner and a date, because that's what people look for after the meeting.
Can I use a OneNote meeting template on a Mac or in the browser?
Not as a page template. OneNote for the web can't create templates, and OneNote for Mac doesn't support creating pages from them. Keep a blank meeting page at the top of the section and copy its contents into each new page, or paste the template from this page.
How do I keep action items from getting lost across OneNote pages?
Tag every action with the To Do tag and keep the owner and due date in the same line, so the line still makes sense when it shows up alone in Find Tags. Make the unchecked items the first agenda item of the next meeting. An item that's been unchecked for three meetings needs a new owner or should be dropped. For a long series, a separate action items tracker works too.
Can I keep formal meeting minutes in OneNote?
You can draft them there, but approved minutes need a version that doesn't keep changing. Once the group approves them, save a PDF with File > Export in OneNote for Windows, or copy the minutes into a document based on the meeting minutes template, and file that as the official copy.
