HOA board meeting

HOA meeting minutes template

HOA board meeting minutes record what the board did, not what everyone said: attendance and quorum, approval of the last minutes, the financial and manager reports, architectural requests and how each was decided, every motion with its vote, and a one-line note of any executive session. Owner comments from the open forum are summarized by topic, and anything the board will follow up on gets an owner and a date.

First page of the Sugarland Run HOA board minutes for April 1, 2026, with directors present and absent, vacant seats and the first two motions

Sugarland Run Homeowners Association

Regular board of directors meeting · April 1, 2026
What it does well
  • States the quorum in the first paragraph, then lists directors present, absent and the three vacant seats, so anyone can check the count.
  • Every motion names who moved and seconded it and gives the count, with the absent directors by name: "4 FOR, 2 ABSENT".
  • The executive session is two motions with times (7:15 to 7:26 PM) and the general reason, legal matters. The decision that followed was voted on in open session and recorded in full.
  • Each resident forum item is one line, like the template's Owner open forum section.
Worth doing differently
  • There is no financial report. With the treasurer absent, the minutes skip finances entirely; note who gave the report instead, or that it was deferred.
  • The "Submitted By" line is blank in the posted copy, so readers can't tell who wrote it or when the board approved it.
Jeff Kozak MOTIONED that the March 18, 2026, meeting minutes be approved as written. Jorge Frapiccini SECONDED the motion, which PASSED. 4 FOR, 2 ABSENT (Christopher Fullerton and Patricia Pruden).

First page of the Hawthorn Farm Village Owners' Association board minutes for June 23, 2026, with the quorum line, committee reports and the count of architectural approvals

Hawthorn Farm Village Owners' Association

Board of directors meeting (Hillsboro, Oregon) · June 23, 2026
What it does well
  • Names the directors whose attendance made the quorum, right after the call to order.
  • Approval of the agenda and of the prior minutes takes one sentence each.
  • Committee items end with the motion, who made it, who seconded it and the result.
  • An open question from an earlier meeting stays on the list with a dated note that there were no new updates, instead of dropping off.
Worth doing differently
  • Architectural approvals appear only as counts by type ("3 Fence replacements"). Owners and buyers look up approvals by lot, so give one row per lot with the decision and any conditions.
  • The delinquent account was discussed in executive session, but the motion that followed names the lot number, which identifies the owner. "One delinquent account, as discussed in executive session" is enough.
Linda Slechta made a motion to approve 2 more waterings over the next month. Janey Baker seconded. Approved by all.

First page of the Riverstone HOA board minutes for February 26, 2026, with board members by office, ratified electronic decisions and the consent agenda

Riverstone HOA

Board of directors meeting (on Zoom) · February 26, 2026
What it does well
  • Decisions the board made electronically between meetings are listed and ratified by motion, so the record shows the board confirming them at a meeting.
  • Routine items (prior minutes, committee appointments, the meeting schedule) pass together on a consent agenda.
  • Says plainly when the executive session led to no vote: "There were no Executive Session Actions to report."
  • Ends with an approval line, dated and signed by the president.
Worth doing differently
  • Every motion reads "A MOTION WAS MADE and approved", with no mover, seconder or count. Florida requires the minutes to show how each director voted; elsewhere a count is still the only proof a motion passed.
  • The meeting opens straight into executive session without the general reason for it.

Questions people ask

Can homeowners see HOA board meeting minutes?
In most states owners have some right to inspect association records, and minutes are usually among them, but the rules on timing and access come from your state's HOA or condo law and your governing documents. In California, the minutes (or a draft or summary) of every board meeting other than an executive session must be available to members within 30 days (Civil Code §4950). In Florida, board and member minutes are official records the association keeps for at least 7 years (Fla. Stat. §720.303(4)). Many boards post approved minutes on the community website to avoid repeated requests. This page isn't legal advice, so check your CC&Rs, bylaws and state statute.
What should the minutes say about an executive session?
Record that the board went into executive session, the time, the general reason (such as delinquencies, legal matters or a contract) and when it came back. Don't record the discussion or owner names. If a vote is needed, many boards take it in open session afterward and record it there, as in the example.
What's the difference between an HOA board meeting and the annual meeting?
Board meetings are where the directors run the association: approving bills, contracts and architectural requests. The annual meeting is for the owners, usually to hear the year's report, see the budget and elect directors. Owner quorum, proxies and ballots matter at the annual meeting in a way they don't at a board meeting.
Should the minutes include what owners said in the open forum?
A one-line summary by topic is enough, plus who will follow up. Writing out each owner's comments turns the minutes into a transcript and invites disputes over wording. Owners care most that their issue was noted and assigned to someone. There's more on summarizing versus writing word for word in how to write meeting minutes.
